What is the ELCAS scholarship?
ELCAS stands for the Enhanced Learning Credits Administrations Services. It is a scheme that allows for members of the Armed Forces access to lifelong learning through financial support.
The scheme provides financial support to British Armed Forces personnel to support their studies at University.

What is ELCAS funding for?
The ELCAS scheme is only available for pursuit of higher-level learning, such as university courses. These may include:
- Courses that result in a nationally recognised qualification at Level 3 or above on the National Qualifications Framework (NQF) (England, Northern Ireland and Wales)
- A Level 6 or above on the Scottish Credit and Qualifications Framework (SCQF)
- Or, if pursued overseas, an approved international equivalent qualification with an approved learning provider.
Who is ELCAS funding for?
ELCAS funding is available for military personnel, veterans and reservists, and is open to both currently serving personnel and those who have left.
To be eligible for ELCAS funding, you must have served in the military for a minimum of six years. Your ELCAS credits remain valid for a period of ten years from the day you left the service.
ELCAS funding is not available for spouses and families of military personnel, veterans and reservists.
Can I get ELCAS funding as well as a student loan?
Yes, if you are eligible for ELCAS funding, you’ll receive this alongside your tuition and maintenance loan. Find out more information about student finance.
How much can I claim on ELCAS?
The ELCAS scheme provides financial support in the form of a single up-front payment in each of a maximum of three separate financial years.
Your time in service dictates which of the two tiers of ELCAS funding you’re eligible for. The funding available is either £1,000 or £2,000 per year and covers 80% of the tuition costs. You’ll be required to fund the remaining 20%, but training providers may offer flexible payment and instalment plans.
You can make a total of three ELCAS claims in total, but only one per financial year.

How do I apply for ELCAS?
You will need to apply for ELCAS funding at least 5 weeks before the start of your course.
There are several stages to the ELC process. Full information is set out in Joint Service Publications (JSP) 822. First you must have already been registered to become a Scheme Member and have accrued a sufficient amount of service before you can submit a claim.
If you are still serving, speak to your local Education Staff as they will be able to check your entitlement for you. If you do not know who this person is, you can contact the chief clerk who will be able to advise you. If you have left the forces, contact your Single Service representative who will advise. Their information can be found on the ELCAS website. Finally, you must complete your Course Evaluation via the Member's Area. Please note that further claims cannot be processed until the evaluation has been completed.
